Phillip Clement of Portsmouth was arrested on charges of operating a water craft while intoxicated and other charges. Clement and another man were in a canoe when it capsized off Portsmouth on Thursday. The second man, Michael Yazel, of Portsmouth died from the incident. Neither man was wearing a life jacket.
