The second phase of improvements to the athletics facilities at Portsmouth High School could begin soon. The Daily News reports that the proposals for Phase 2, which is to build a storage facility for athletics and the high school, will be reviewed by the subcommittee next Tuesday.  When complete, the 'T3' Project will bring more of the track and field facilities up to NCAA standards.
