A bar in Providence's Federal Hill will be closed for 60 days because of an incident where a woman was beaten in a bathroom.  City license regulators say the owner and staff at Skarr did not maintain control of the facility.  The bar is also being fined 36-thousand-dollars for offering hookah smoking illegally and for having entertainment without a license.  Owner Gianfranco Marrocco says the penalties are unreasonable.
