A Rhode Island group says the state needs to lower probation sentences. The "Providence Journal" reports that the Justice Reinvention Working Group recently found recidivism is high in the state because of a high number of probation violations. More than half of convicts are sent back to prison, costing the state about 49-million dollars a year. The group recommended limiting probation sentences to one to three years instead.
