Raimondo posted Wednesday afternoon on Twitter that she was canceling the trip after monitoring weather reports. She says the safety of Rhode Islanders is her top priority.
She was supposed to leave for the global conference Wednesday night.
The Democrat was one of three governors who were to be part of a U.S. delegation led by Vice President Joe Biden. The others are from Texas and Colorado.
Raimondo had said the trip was an opportunity to meet with executives who might bring new business to the state.
The University of Rhode Island Foundation was going to pay for her travel expenses.
